Staff Guide

Employement Proceedures

The purpose of this section is to provide the reader with information about the campus employment environment, including conditions of employment, and procedures and guidelines to be followed while an employee.

Employee Identification Cards

CSUF’s TitanCard is an all-purpose card that will serve as your photo identification and allow you to access campus services including the Library, campus events and Commuter Services Rewards Programs. Promptly after starting employment, employees should arrange to get their TitanCard during available hours. Additional information is available online on the TitanCard web site.

Human Resource services

Human Resource Services at CSUF consists of three functional units: Diversity and Equity Programs, Employee Training & Development, and Human Resources Operations. Human Resource Services advisors are available to answer questions as they arise during the course of an individual's employment. Human Resource Services provides leadership on issues throughout the campus including:

  • Recruitment consulting and facilitation
  • Position classification and compensation
  • Benefits/counseling
  • Staff training and development
  • Retirement planning assistance
  • Performance evaluation support
  • Employee relations

One official personnel file is maintained in Human Resource Services for each staff employee. Employees have the right to access, review, and have reproduced, at their expense, materials contained in their personnel files. Employees should contact Human Resource Services at (714) 278-2425 to schedule an appointment to access their files. Personnel files are confidential.

Management Personnel Plan

Managers and supervisors who meet the criteria outlined in the Higher Education Employee Relations Act (HEERA) are designated as Management Personnel Plan (MPP) employees. These employees serve at the pleasure of the President. Check with Human Resource Services for Management Personnel Plan benefits or visit the CSU’s Management Personnel Plan Programs and Policies web site for additional information.

Nepotism

Personnel policies of the university do not prohibit employment of more than one member of a family at CSUF. However, no employee may vote, make recommendations, or in any way participate in decisions about any personnel matter which may directly affect the selection, appointment, retention, tenure, compensation, promotion, termination, other employment status, or interest of a close relative. Close relative is defined as husband, wife, mother, father, son, daughter, sister, brother, and step-relatives or in-laws in the same relationship.

Preamble
Universities have an obligation to value diversity among people and among ideas and, at the same time, not to impose any specific ideology on students, faculty, staff, or administrators. Appreciation of diversity – in nature, in human culture, and certainly in ideas – is fundamental to higher learning. The university’s enterprise is enriched when diverse peoples are engaged in it. Beyond the profound moral value to be found in inclusiveness, a diverse campus community characterized by free and open communication fosters understanding of the alternative points of view that different groups can offer.

General Guideline
California State University, Fullerton strives to create and maintain an environment that values diversity, respects human dignity, is hospitable, equitable, and tolerant, and in which all persons are free from all forms of invidious discrimination or discriminatory harassment.
Mindful of its high calling to promote diversity in thought and to ensure all students, faculty, staff, and administrators an appropriate learning and working environment, California State University, Fullerton:

  • Challenges and summons its students, faculty, staff, and administration to promote a hospitable and equitable learning environment for all persons

Orientations

In addition to this Guide, CSUF provides a balanced program designed to welcome and inform new employees. The program consists of the following components:

New Employee Orientation
New employees are required to attend this session where they are provided background about CSUF’s history, philosophy, and traditions as well as employment policies and procedures information.

Benefits Orientation
New employees are scheduled to attend a benefits session where they receive an overview of various insurance and benefit programs available as well as information about eligibility and effective dates.

Computer Training
CSUF recognizes the need for its employees to be competitive in a technology-driven world. As such, Employee Training & Development and the Computer Rollout Program sponsor ‘Using Windows 2000 and Outlook E-Mail’ for PC users and ‘Using OS9 and Outlook E-Mail’ for Macintosh users. New employees will be scheduled for a workshop designed for the operating system they are scheduled to use. This hands-on laboratory provides the skills to use CSUF’s state-of-the-art technology.  In addition, CSUF offers its employees opportunities to take extensive training classes in most Microsoft, Adobe, Macromedia Software packages as well as assorted other applications. Online Computer Training Calendars are available as well as online Computer Training Tutorials and Handouts.

General Safety Training
New employees are required to attend a general safety session at which fire safety, emergency preparedness, injury/illness prevention, and campus safety policies are discussed.

Specialized Safety Training
Employees in certain classifications will be scheduled to complete this session that outlines additional safety precautions required for the performance of their jobs.

Student Services Orientation
The Student Services Orientation provides an overview of the variety of programs and services available to support student success on campus. Participants will learn about the many offices, departments, programs and services available to students and will learn about referral techniques and key phone numbers and resources. Performance Evaluations

Employees receive periodic performance evaluations, usually on an annual basis. During an employee’s probationary period, evaluations may be done more frequently. The evaluations become part of the employee’s permanent record at CSUF. Performance evaluations document how well the employee is meeting supervisor’s expectations.

Permanent Status

Upon successful completion of a probationary period, an eligible employee earns permanent status. Once awarded, it gives the employee a property right to the classification in which the status was earned.

Privacy Rights and Personnel Files

Employees should contact Human Resource Services in advance to schedule an appointment to access their files. Personnel files are confidential.

Promotions

The University has a policy of filling vacant positions on a promotional basis whenever possible. Employees who are interested in a particular promotional opportunity must contact Human Resource Services to complete an application.

Sexual Harassment Policy

It is the policy of California State University, Fullerton and The California State University to maintain a working and learning environment free from sexual harassment of its students, employees, guests and those who apply for student or employee status. Sexual harassment is illegal under Title VII of the Civil Rights Act of 1964, Title IX of the Higher Education Amendments of 1972, and California Education Code Section 89535. Executive Order 927 – System wide Policy Prohibiting Harassment in Employment and Retaliation for Reporting Harassment or Participation in a Harassment Investigation also prohibits sexual harassment within the California State University System. The university will not tolerate sexual harassment and will take action to eliminate such behavior. sick, call in procedures

Employees should contact their appropriate unit or department supervisor or manager to obtain information about their unit's or department's procedures for calling in sick on scheduled days of work. Necessary information may include whom to contact and the where to contact the appropriate individuals.

Vacancy Announcements

Vacancy announcements for campus positions (except for short-term positions) are posted in Human Resource Services (College Park, suite 700), Langsdorf Hall (second floor), and in the McCarthy Hall breezeway for a minimum of 14 days. Any employee who believes he/she qualifies for a vacant position may apply and will be considered along with other qualified applicants. Employees should contact their appropriate unit or department supervisor or manager to obtain information about their unit's or department's procedures for requesting use of vacation leave hours.
